Summary

The article examines the role of citizen participation in community-based housing organizations (CBHOs) in Buffalo, New York, and how local political and administrative structures affect the scope of citizen participation in the governance and decision-making processes of CBHOs. The study finds that the city's community development decisions are increasingly guided by professional norms of administrative actors, rather than solely by the political agendas of elected officials, due to the creation of the Office of Strategic Planning and the professionalization of decision-making surrounding affordable housing policy. The article argues that this shift has weakened the local patronage system and promoted professional reform in local government, but also raises concerns about the diminishing role of grassroots advocacy in CBHOs.
