Romania's preparedness to combat disinformation and communicate effectively is hindered by gaps in legislation, lack of coordination, and insufficient resources. The current legal framework is satisfactory, but it has not been updated to address new issues such as disinformation and foreign interference. A National Strategy for Strategic Communications was created, but its implementation norms have not been operationalized. Institutions lack a unified national narrative and strategic communications approach, and there is no systematic assessment of the efficacy of existing laws. Budgetary and human resources are insufficient, with institutions struggling to allocate resources and attract skilled personnel due to unequal pay between private and public sector jobs. Internal radicalization and vulnerability to propaganda among public employees are also concerns. Communication and cooperation between institutions are satisfactory, but often dependent on informal means and the quality of individuals in key roles.
