Summary

The European Commission proposes a Regulation to establish a European Grouping for Territorial Cooperation (EGTC), allowing local and regional authorities to create cooperative groupings with legal personality. The EGTC aims to facilitate cross-border, trans-national, and inter-regional cooperation, and can implement cooperation programs co-financed by the Community or carry out other cooperation actions. The Commission welcomes the Council's common position, which introduces changes to the applicable rules and procedures, including ex-ante control by Member States, scope of the Regulation, and financial liability of the EGTC and its members. The Commission accepts several amendments, including the definition of territorial cooperation, the need to specify Member States' financial liability, and the provision to publish and/or register the statutes of the EGTC.
