Summary

Committees are formed through appointment or election by the House or nomination by the Speaker. Members must be willing to serve and cannot be appointed if they have a personal, pecuniary, or direct interest that may affect the committee's consideration of matters. Objections to membership can be raised, and the Speaker's decision is final. Members with interests in matters before the committee must declare them. Committees hold office for a specified period or until a new committee is nominated. Members can resign, and the Chairman is appointed by the Speaker or Chairman of the Legislative Council. A quorum of one-third of the committee's members is required for a sitting, and the Chairman has a casting vote in case of a tie. Committees can appoint sub-committees and hold sittings as fixed by the Chairman.
