Summary

Carriers receiving model-based support shall continue to receive it through December 31, 2021, and thereafter receive no additional support, unless they decline the optional seventh year, in which case support ceases on December 31, 2020. Rate-of-return carriers can voluntarily elect to receive Connect America Fund-Alternative Connect America Cost Model support, with terms extending until December 31, 2026, or 2028, depending on the carrier type. Carriers must meet interim deployment milestones, including completing deployment of 10/1 Mbps or 25/3 Mbps service to eligible locations by specific deadlines. Transition payments are provided to carriers whose model-based support is less than their legacy rate-of-return support, phased down over several years.
