Summary

The Chicago Neighborhood Policing Initiative (CNPI) was implemented in 2019 by the Chicago Police Department (CPD) in partnership with the Policing Project at New York University (NYU). The initiative aims to establish trust and working relationships between officers and community members, and to restructure district-level police operations. The Center for Neighborhood Engaged Research & Science (CORNERS) evaluated the initiative from 2019-2022 and found that CNPI has not yet distinguished itself from the Chicago Alternative Policing Strategy (CAPS) and has not been implemented with complete fidelity to the program model. Key challenges include beat officers' lack of understanding of the role of District Coordinating Officers (DCOs), department staffing challenges, and CPD's struggles to effectively measure DCO activity and impact. Despite these challenges, the initiative has shown some promise in building trust and co-producing public safety, but its overall impact has been limited.
