Jurisdictions have billions of dollars in unpaid court debt, which hangs over defendants' heads and grows every year. Key findings include: fees and fines are an inefficient source of government revenue, with some counties spending more than 41 cents of every dollar raised on collection costs; resources devoted to collecting fees and fines could be better spent on public safety efforts; and jailing those unable to pay fees and fines is costly and generates no revenue. Recommendations include eliminating court-imposed fees, instituting a sliding scale for fines based on ability to pay, and stopping the practice of jailing for failure to pay.
