Summary

Donor and recipient practices of per diem payment have drawn attention due to increasing emphasis on capacity-building and training activities. Per diem payments, meant to compensate for extra expenses, tend to become salary increments, contributing significantly to total income and leading to wastage in inflated budgets. The 2005 Paris Declaration on Aid Effectiveness principle of alignment has proved difficult to operationalize, with dilemmas arising when systems diverge. Per diem practices have emerged in four categories: intended compensation, indirect performance reward, unintended distortion of incentives, and outright fraud, with manipulation attributable to inadequate control, asymmetry of information, collective action failure, and political economy contexts.
