Summary

The Local Government (Rating) Act 2002 allows Territorial Local Authorities to target rates against specific land uses based on their transport effects. Southland District Council commissioned a financial model to compare road transport costs across different land use sectors, initially evaluating six sectors: dairy, forestry, farming, industrial, commercial, and residential. However, the model relied on simplistic engineering assumptions and national data sources. GHD and Steve Abley were commissioned to refine the data, identifying 13 land use sectors and accounting for variance in traffic generation. The project aimed to determine if local data compared favorably with national input data and to recalculate roading contributions to rates for each land use classification. The refined model enables fairer contributions towards transport infrastructure, assisting local authorities under pressure to increase rates for transport-related projects.
