Summary

Direktiva 2004/101/EZ modificira Direktivu 2003/87/EZ o uspostavljanju sustava trgovanja emisijskim jedinicama stakleničkih plinova unutar Europske zajednice, kako bi se omogućilo povezivanje projektnih mehanizama Kyotskog protokola sa sustavom Zajednice. Cilj je povećati ekonomičnost u postizanju smanjenja globalnih emisija stakleničkih plinova i omogućiti korištenje jedinica emisije ostvarenih kroz projektne aktivnosti koje su prihvatljive prema Kyotskom protokolu. Države članice mogu dozvoliti operaterima postrojenja korištenje ovjerenih smanjenja emisija (CER) i jedinica smanjenja emisije (ERU) u okviru sustava Zajednice, uz ograničenja i uvjete kako bi se osigurao ekološki integritet sustava.
