Summary

The Persons with Disabilities Act, 1995, aims to provide equal opportunities, protect rights, and ensure full participation of people with disabilities. It establishes Central and State Coordination Committees, Executive Committees, and appoints a Chief Commissioner and Commissioners for persons with disabilities. The Act covers prevention and early detection of disabilities, education, employment, affirmative action, non-discrimination, research, and social security. It also provides for the recognition of institutions for persons with disabilities and penalties for fraudulently availing benefits meant for them. The Act applies to the whole of India, except Jammu and Kashmir, and came into force on February 7, 1996.
