Summary

The UK has a productivity problem, with low investment in and exploitation of technology, and the North of England, despite its rich innovation assets and expertise, lags behind in terms of R&D and innovation. The region has strong research capabilities, but government-funded R&D activity is below average, and there is a need for a major injection of new investment to transform the level of R&D and innovation. A proposed solution is to create a new innovation institution, similar to MIT, through a £10-20 billion investment over a decade, which could attract significant private sector and philanthropic contributions and potentially boost the UK's economy by £4-11 billion per annum. The North has a strong base of science and innovation, with four "prime capabilities" in advanced manufacturing, energy, health innovation, and digital, but productivity levels lag behind the UK and OECD averages, and there is a substantial gap in innovation measures.
