The proposed Te Tai o Poutini Plan is divided into five parts: Introduction and General Provisions, District-Wide Matters, Area-Specific Matters, Schedules, and Appendices.

Part 1 covers introduction, mihi, description of districts, statutory context, general approach, cross-boundary matters, relationships between spatial layers, interpretation, definitions, glossary, abbreviations, and national direction instruments.

Part 2 focuses on district-wide matters, including strategic direction, energy, infrastructure, transport, hazards, risks, historical and cultural values, natural environment values, subdivision, and general district-wide matters.

Part 3 deals with area-specific matters, such as zones (open space, commercial, industrial, residential, rural, special purpose) and development areas.

Part 4 comprises schedules, including historic heritage items, notable trees, sites of significance to Māori, significant natural areas, outstanding natural landscapes, and more.

Part 5 contains appendices, such as transport standards, recession planes, design guidelines, accidental discovery protocols, and others. The plan aims to provide a comprehensive framework for managing the district's resources and environment.
