SECTION 111-6, DOGS

* Definitions:
+ Dwelling unit: actual living space where a person resides
+ Roaming dog: any dog that moves freely outside its owner's property
+ Stray dog: any roaming dog whose owner cannot be identified
+ Unprovoked attack: an attack where a person is bitten by a dog without provocation
+ Public place: any street, sidewalk, alley, or other public area

CONTROL OF DOGS

1. Leash requirement: dogs must be on a leash in public places
2. Permission required: dogs require permission to enter another's property
3. Unleashed areas: dogs may be unleashed in securely enclosed areas, such as dog parks
4. Tethering restrictions:
- Owners must be present and visible
- Tethering time limited by Connecticut General Statutes, Section 22-350a
- Tether must allow 8 feet of movement and have swivels to prevent twisting
- No weighted or thick chains
- No tethering near hazards or during extreme weather
- Shelter and water must be within reach
5. Stray dog protocol:
- Notification to Stamford Animal Control and Care Center (SACCC) within 24 hours
- SACCC may take the dog for reunification efforts
6. Refusal to surrender: refusing to surrender a stray dog to SACCC is unlawful

CONTROL OF DANGEROUS/VICIOUS DOGS

1. Definition: a dog determined to be a nuisance due to vicious disposition or threat
2. Criteria for declaration:
- Severe injury or killing of a domestic animal
- Unprovoked attack on a human or animal
- Use for dog fighting
3. Exceptions:
- Injury sustained by a trespasser
- Injury sustained by an animal tormenting the dog's owner
- Dog protecting its owner or premises
4. Restrictions:
- Leash or restraint required outside the dwelling unit
- Muzzle required in public
- Warning sign required outside the dwelling unit
5. Penalties:
- $100 fine for unprovoked attack
- $100 fine for first offense, $100 for each subsequent offense
- Governmental agency dogs exempt
