Summary

Berdasarkan hasil penelitian, dapat disimpulkan bahwa pelaksanaan pungutan Pajak Kendaraan Bermotor (PKB) lebih murah daripada Bea Balik Nama Kendaraan Bermotor (BBNKB). Samsat melakukan upaya untuk meningkatkan PAD dari sektor pajak dan bea balik nama kendaraan bermotor, namun terdapat hambatan seperti KTP asli yang habis masa berlakunya, gedung Samsat yang kurang memadai, dan banyaknya obyek tunggakan PKB. Saran yang disampaikan antara lain penambahan loket-loket atau kasir pembayaran, penyatuan visi dan persepsi melalui peningkatan koordinasi, evaluasi terhadap kemungkinan pengembangan sistem E-Samsat, dan peningkatan kualitas Sumber Daya Manusia di Samsat Surabaya Utara.
