Finland's National Adaptation Strategy, introduced in 2005, aimed to mainstream adaptation across administrative sectors. A mid-term review in 2008-9 assessed implementation, finding most sectors at a stage 2 out of 5. The Climate Change Act of 2015 established a National Climate Change Adaptation Plan, which includes risk and vulnerability assessments and sectoral implementation plans. A monitoring group is responsible for assessing plan implementation and developing a monitoring and evaluation (M&E) framework. The M&E system aims to provide a national overview of adaptation progress, fulfill reporting requirements, and support stakeholder communication. It will address national-level adaptation, covering thematic areas like natural resources, biodiversity, and health. Indicators are being developed to track climate impacts, risks, and adaptation measures. Data collection and analysis methods are under development, with the monitoring group coordinating data gathering from administrative sectors. The M&E system's development has been supported by research projects and government funding.
