Summary

The 2008 election was a momentous event, but it did not build a movement, as attention turned to Washington and federal policy opportunities instead of grassroots base. In response, state-based community organizing groups decided to do 2012 differently, using Integrated Voter Engagement (IVE) to link moments with movements. IVE employs classic election cycle tactics, but views elections as one tool for building broader social movements, and has been documented to increase voter registration and turnout, heighten awareness of election issues, and develop authentic community leaders. The 2012 push towards IVE 2.0 included a data-driven approach, application of IVE at the state level, and an emerging willingness of unions to work with community groups, with a focus on community education, base-building, and scaling up civic engagement.
