Summary

The Biden-Harris Administration aims to revitalize US manufacturing, particularly in clean energy, by leveraging Department of Energy authorities and assets. The Department of Energy can take two sets of actions: implementing the Determination of Exceptional Circumstances (DEC) to promote domestic manufacturing of clean energy technologies and making complementary US-based manufacturing investments. The DEC requires DOE-funded inventions to be substantially manufactured in the US, and the department must pilot new evaluation processes and data reporting frameworks to assess its impact. Additionally, DOE should build domestic manufacturing efforts into basic and applied R&D, demonstration projects, and cross-cutting initiatives, and pursue investments to support licensees of federally funded clean energy technologies in manufacturing in the US.
