Summary

Historically, domestic violence programs were designed to address the needs of female survivors, with a gender binary framing men as perpetrators and women as victims. However, data shows that boys and men are also victims, with nearly 16 million men experiencing severe physical violence by an intimate partner. The Violence Against Women Reauthorization Act of 2013 and the Family Violence Prevention and Services Act prohibit discrimination on the basis of gender identity, requiring programs to provide services to all survivors, including male-identified ones. Challenges to serving male survivors stem from limited knowledge and experience, as well as personal biases and agency cultures that may stifle growth. Advocates must examine their own experiences, biases, and agency cultures to provide inclusive services and meet the unique needs of all survivors.
