Japan National Railways (JNR) was reorganized as a public corporation in 1949 to achieve financial independence and provide nationwide railway services. JNR's competitiveness eroded due to motorization and air transport, resulting in accumulating deficits, with market share declining from 45% in 1965 to 23% in 1985. The company's losses inflated rapidly, amounting to ¥1 trillion in 1980, covered by borrowing and subsidies. In 1987, JNR was privatized into six regional passenger companies and one nationwide freight company, with features including geographical breakup, line-of-business distinctions, and an incentive subsidy scheme to promote efficiency and social welfare.
