Summary

The Driver's Privacy Protection Act (18 U.S.C. §2721 et seq.) prohibits the disclosure of personal information from state motor vehicle records, except for certain permitted uses, including:
- Government agencies,
- Motor vehicle safety and theft,
- Emissions,
- Research,
- Insurance,
- Towed vehicles,
- Private investigation,
- Commercial driver's licenses,
- Private toll facilities,
- Surveys,
- Marketing,
- Solicitations with express consent,
- State-authorized uses related to motor vehicles or public safety.
Authorized recipients may resell or redisclose information only for permitted uses, and must keep records of disclosure for 5 years.
The Act also prohibits obtaining or disclosing personal information for unlawful purposes, making false representations, and imposes penalties, including fines and civil penalties, for noncompliance.
