Norges Nasjonale Institusjon for Menneskerettigheter mottar kritikk for å utelate å nevne narkotikalovgivningen og den vilkårlige forfølgelse av brukerne i Årsmeldingen 2016, til tross for at dette er et alvorlig menneskerettsbrudd. AROD påpeker at lovgivningen ikke bare forbryter seg mot menneskerettskonvensjonene, men også at statens tjenestemenn har vært informert om dette i en ti-års periode og sviktet sitt konstitusjonelle ansvar. Institusjonen oppfordres til å kontakte AROD og etterspørre ytterligere dokumentasjon eller foreta videre undersøkelser i saken.
