Summary

The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) apply to all dangerous substances in the UK, setting minimum requirements for protecting workers from fire and explosion risks. To comply, the University of Edinburgh staff and students must carry out risk assessments, provide technical and organizational measures to reduce risks, provide equipment and procedures for accidents and emergencies, provide information and training, and classify areas where explosive atmospheres may occur. DSEAR applies to workplaces where an employer is working with dangerous substances that pose a risk to persons' safety, including employees, students, visitors, and members of the public. The University's management responsibility for ensuring compliance lies with the Head of School or equivalent, who may delegate tasks to supervisors or technical managers. Examples of activities and substances to which DSEAR applies include storage of petrol, use of flammable gases, handling and storage of waste dusts, and use of flammable solvents in laboratories.
