Gordon Certain proposes a revised email voting process for BCN, replacing the existing Section 9 of the Bylaws, to allow for urgent issues to be decided without a physical meeting. The proposed process involves:
1. A motion's author sending an email to the Executive Committee with the proposed motion, reason, and rationale.
2. The Executive Committee's concurrence, followed by the Secretary emailing the motion to the Board for discussion and voting.
3. A two-day discussion period, followed by a one-day voting period, with adjustments allowed by the Executive Committee.
4. The motion passing with an absolute majority of all Board members' affirmative votes.
5. The Secretary reporting vote results to the Executive Committee and the Board, and including a report in the next meeting minutes.
Alternatively, Gordon Certain also proposes an email/on-line voting process with the following steps:
1. A board member requests an email/on-line vote by sending an email to the chairman with the exact wording of the motion, its purpose, and background.
2. The Chair reviews and determines if the issue warrants an electronic vote.
3. The Secretary sends an email to all board members announcing the motion, its author, and background information.
4. A schedule for discussion and voting is set, typically 24 hours for discussion and at least two additional 24-hour days for voting.
5. Board members may comment on the motion, and friendly amendments can be made during discussion.
6. Voting is conducted via email or on-line, with only one vote per BCN member neighborhood allowed.
7. The votes are officially counted at the end of the voting period, and a motion is considered approved if it receives an absolute majority of votes.
8. A summary of the email/on-line motion and vote is included in the draft minutes submitted at the next regular board meeting.
9. Appeals can be heard and ruled on by a majority of the entire board or the executive committee.
