Summary

Center for Biological Diversity, Conservation Law Foundation, Defenders of Wildlife, and Whale and Dolphin Conservation petition the U.S. Department of Commerce to protect critically endangered North Atlantic right whales from vessel strikes during the 2022-2023 calving season. With only about 340 right whales left, the species is approaching extinction due to human-caused deaths, including vessel strikes, which kill or injure whales, particularly pregnant females and mothers with nursing calves. The petitioners request an emergency interim final rule to reduce vessel speeds in the calving grounds, including mandatory compliance with dynamic speed zones and application to most vessels 35 feet in length and greater, to remain in place until the proposed vessel speed rule is finalized.
