Summary

The Office of Personnel Management (OPM) is providing hiring flexibilities to agencies in response to the September 11, 2001, attacks. Agencies can make excepted appointments for up to 1 year under 5 CFR 213.3102(i)(3) and 30-day appointments under 5 CFR 213.3102(i)(2). The Career Transition Assistance Plan (CTAP) and Reemployment Priority List (RPL) do not apply to these appointments. Agencies can also use Senior Level space allocations and make SES Limited Emergency appointments. Additionally, agencies can reemploy annuitants and buyout recipients, contract with private sector temporary firms, and make competitive service appointments without clearing CTAP or ICTAP for 120 days or less.
