Summary

Das nationale Emissionshandelssystem (nEHS) in Deutschland soll eine CO2-Bepreisung einführen, um die Klimaschutzziele zu erreichen. Der Referentenentwurf des Brennstoffemissionshandelsgesetzes (BEHG) sieht vor, dass die CO2-Bepreisung in 5 €-Schritten erhöht wird, beginnend mit 25 €/tCO2 im Jahr 2021. Dies betrifft auch KWK-Anlagen mit einer Feuerungswärmeleistung kleiner 20 MW, die ab 2021 unter die Regularien des BEHG fallen. Die CO2-Bepreisung wird die Kosten für fossile Brennstoffe erhöhen und damit den wirtschaftlichen Betrieb von KWK-Anlagen beeinträchtigen. Eine Umlegung der CO2-Kosten auf die Wärme könnte zu einer doppelt so hohen Belastung gegenüber Erdgas-Brennwertheizungen führen, was die Wettbewerbsfähigkeit von KWK-Anlagen gefährdet.
