Summary

The English Language Proficiency (ELP) Improvement Measure is a component of the Ohio School Report Card that assesses how well schools and districts are helping English Learners (ELs) become proficient in English. The measure awards points based on the percentage of ELs who show improvement from one year to the next on the Ohio English Language Proficiency Assessment (OELPA). To be included in the measure, schools and districts must serve a minimum of 15 accountable ELs. The goal for 2020 is to have at least 57% of ELs show improvement or reach proficiency. Student-level improvement targets are set based on a student's grade level and initial English language proficiency level, and schools and districts earn credit for students who meet or exceed their targets or score proficient on the OELPA.
