In recent years, societal and economic changes have made the learning environment for young people increasingly challenging. Half of university and college students rely on scholarships, with 60% requiring repayment. Non-repayable scholarships are limited, causing long-term repayment anxiety for many graduates. Students facing difficulties due to family or economic reasons also need support, including 'accompanying supporters' for those in complex family situations. Despite the need, public support is insufficient.

ParSystem Group, aiming to create a society where people can live fulfilling lives together, established the 'Learning and Collaboration Research Council' in 2017 to support young people facing challenges and collaborate with supporting organizations. In 2019, they launched a model project for a non-repayable scholarship system, which began operation in 2021 as the 'ParSystem Non-Repayable Scholarship System'. With over 10,000 supporting members and regional collaborations, the system is now well-established.

To continue and develop this system, the 'General Incorporated Foundation ParSystem Youth Support Fund' is established. This fund is the first step towards ParSystem Group's 2030 vision of creating a society where everyone is valued. It aims to address various challenges faced by young people and contribute to local communities as a cooperative.
