The European Union-funded project, Policy and Legal Advice Centre (PLAC III), aims to support Serbia's accession negotiations by aligning national legislation with EU acquis and building capacities of relevant national structures. The project focuses on Chapter 3, freedom to provide services and recognition of professional qualifications, particularly in the field of environmental protection. Two senior non-key experts are required for a short-term assignment to provide technical assistance in this area. The assignment will last 40 working days, from February 2020 to December 2020. The project aims to enhance compatibility of national legislation with EU legislation and build capacities of national structures for successful accession negotiations. Serbia has made progress in legislative alignment, but still needs to adopt an umbrella law on services, complete harmonization of sectoral laws, and establish a point of single contact. The European Commission has set benchmarks for opening negotiations in Chapter 3, which Serbia has fulfilled, and a Negotiation Position has been prepared and adopted by the Government.
