Summary

FN's konvention om rettigheder for personer med handicap fra 2006 fastlægger retten til et selvstændigt liv og integration i samfundet. EU og medlemsstaterne har tiltrådt konventionen, som markerer et paradigmeskift væk fra at se handicap som en sygdom og i stedet opfatte handicap som følgen af et samspil mellem en persons handicap og de hindringer, som samfundet skaber. En undersøgelse af Det Europæiske Agentur for Grundlæggende Rettigheders (FRA) viser, at retten til et selvstændigt liv er et mangefacetteret begreb, der dækker over mere end blot politikker om afinstitutionalisering, og at der er behov for en diskussion om, hvad det vil betyde for EU's medlemsstater at gøre valg og kontrol til virkelighed for personer med handicap.
