Summary

The EU's environmental policy has shifted from a traditional top-down approach to a more inclusive, bottom-up approach, involving private actors and voluntary agreements (VAs). VAs are non-legally binding agreements that allow for flexibility in achieving common goals. There are two forms of VAs: private self-regulation and co-regulation, where regulatory competencies are delegated to private actors. The EU has seen an increase in VAs, with over 300 reported in 1997, but their effectiveness and characteristics are underresearched. This chapter analyzes two EU VAs, one on reducing CO2 emissions in cars and another on energy efficiency in consumer electronics, to investigate the format of public-private cooperation and framework conditions for their effectiveness.
