Summary

The European Union (EU) has been impacted by the COVID-19 pandemic, with significant effects on its economy and employment environment. In response, the European Commission has provided €1,000 billion in loans to member states to support employment maintenance and income security for workers. As of March 2022, €918 billion has been disbursed to 18 countries. The EU has also strengthened its "Youth Guarantee" initiative to promote youth employment and has introduced the "European Skills Agenda" to help workers acquire skills that match changing economic and social conditions. The EU's labor policy is based on a shared competence between the EU and its member states, with the EU setting minimum standards in areas such as labor safety and health, working conditions, and equal opportunities. The EU has also implemented measures to support employment and training, including the European Social Fund Plus and the European Globalization Adjustment Fund. Additionally, the EU has established a network of public employment services (PES) to promote job creation and employment, particularly among young people.
