Summary

The EU-13 Member States are lagging behind the EU-15 in participating in and succeeding in the European Union's Framework Programmes (FPs), despite having access to these opportunities for almost 20 years. This study aims to explore the reasons for this low participation and success rate, and to identify possible solutions. The study used a combination of methods, including a literature review, data analysis, an online survey, and interviews with policymakers. The results suggest that the low participation and success rate of the EU-13 countries can be attributed to various factors, including the quantity and quality of prospective participants, collaboration and networks, environmental conditions, time, and the design and governance of the FPs. The study recommends that the EU and each Member State government take action to address these issues and improve the participation and success rate of the EU-13 countries in future FPs, such as Horizon 2020 and FP9.
