第１～４の規定があり、管理者及び殺処分実施者は動物の殺処分において苦痛を与えない方法を用い、生命の尊厳性を尊重し、人の生命・身体・財産及び生活環境の保護を努めること。定義では対象動物、殺処分動物、殺処分、苦痛、管理者、殺処分実施者について規定。殺処分方法は化学的又は物理的方法により苦痛を与えない方法で意識の喪失状態にし、心機能又は肺機能を非可逆的に停止させる方法。補則では殺処分動物の保管及び対象動物以外の動物の殺処分について規定。
