Summary

The Federal Acquisition Regulation (FAR) states that only domestic end products should be acquired for public use inside the United States, except in certain circumstances. Exceptions to this rule include when the head of an agency determines that domestic preference would be inconsistent with the public interest, when an article is not available domestically in sufficient quantities or of satisfactory quality, when the cost of a domestic end product is unreasonable, when foreign end products are purchased for commissary resale, or when acquiring information technology that is a commercial item. A list of nonavailable articles is provided, including items such as acetylene, agar, anise, and asbestos, for which domestic sources can only meet 50% or less of total demand. Contracting officers must conduct market research and follow specific procedures when acquiring foreign end products.
