Summary

The Higher Education and Research Bill aims to simplify the regulatory landscape in higher education by enabling greater competition. The bill introduces a new system for granting Degree Awarding Powers (DAPs) and University Title (UT). Currently, organizations in England can apply for DAPs if they provide higher education at an appropriate level, and the Privy Council grants DAPs based on advice from the Department for Education (DfE). The new system will have the Office for Students (OfS) responsible for granting DAPs, with similar criteria to the existing ones. For University Title, providers must have Taught Degree Awarding Powers, meet good governance criteria, and have at least 1,000 full-time equivalent higher education students. The new system aims to streamline the process, which currently takes at least 5-7 years.
