Summary

The portal's objective is to temporarily allocate surplus power from Central Generating Stations (CGS), Inter-State Generating Stations (ISGS), Independent Power Producers (IPPs), and states to new buyers through mutual agreements. Eligible users include DISCOMs with existing PPAs with CGS, but not private entities like bulk consumers or SEZs. Surplus power can be sold or bought block-wise for a day or longer durations, with prices determined by the Appropriate Commission. The new beneficiary is liable for variable charges and fixed costs, but only for the allocated power quantity. If surplus power is not allocated, it remains with the original beneficiary.
