Summary

CARES Act funding for K-12 education includes four sources:
1. Elementary and Secondary School Emergency Relief (ESSER) Grants,
2. Child Care Development Block Grant (CCDBG),
3. Coronavirus Relief Fund (CRF), and
4. School Emergency Response to Violence (SERV).
ESSER grants will be allocated to LEAs that received Title I, Part A funding in 2019-2020, with 90% of the grant going to LEAs.
CRF funding is administered by the Governor's Office and can be used to reimburse school systems for COVID-19 expenses.
FEMA reimbursement is available in limited circumstances.
Charter schools that receive PPP loans should record the loan proceeds as revenue if partial or total forgiveness is expected.
CARES Act funds can be used to replace lost revenues in the Child Nutrition Budget and to pay for wages incurred during school closures.
ESSER grant funding can be used for COVID-19 related expenses, including transportation costs for delivering meals or instructional packets.
LEAs can find ESSER grant entitlement amounts on the TEA Grants web page and in the Waivers, Finance and Grants section of the Coronavirus web page.
ESSER funding will be available after the grant application is released in June.
The funding amounts are calculated based on the proportionate share of the total ESSER formula grant as received in proportion to the state's Title I, Part A grant in 2019-2020.
Reporting requirements for ESSER grants include standard expenditure reporting and an annual report from the state.
Pre-award costs for ESSER funding are allowed back to March 13, 2020, for expenses that are reasonable and necessary to meet the overall purpose of the program.
