Summary

FCC Commissioner Ajit Pai states that the decline in US broadband providers' capital expenditures is a result of the FCC's decision to impose Title II public utility regulation on the Internet. Capital expenditures by major wireline broadband providers plunged 12% in the first half of 2015 compared to the first half of 2014, representing billions of dollars in lost investment and tens of thousands of lost jobs. Pai cites examples of broadband providers, such as KWISP Internet and Wisper ISP, that have delayed or put on hold network improvements and expansions due to the regulatory uncertainty. He argues that the FCC's decision is having an adverse impact on network investments, and that the US should abandon this approach and return to a deregulatory approach to the Internet.
