Summary

Federal agencies need to take urgent action to manage supply chain risks, as few of the 23 civilian Chief Financial Officers Act agencies have implemented foundational practices for managing information and communications technology (ICT) supply chain risks. None of the agencies fully implemented all of the supply chain risk management (SCRM) practices, and 14 had not implemented any. The most commonly cited factor limiting implementation was the lack of federal SCRM guidance, but agencies currently have guidance from the National Institute of Standards and Technology (NIST) and the Office of Management and Budget (OMB). The Government Accountability Office (GAO) made 145 recommendations to the agencies to fully implement foundational practices in their organization-wide approaches to ICT SCRM.
