Summary

The US Government issued a policy to improve efficiency, transparency, and innovation in software development by making custom-developed source code reusable and open source. The policy aims to reduce duplicative costs and vendor lock-in by making new custom-developed code available for reuse across the Federal Government. A pilot program requires agencies to release at least 20% of new custom-developed code as Open Source Software (OSS) for three years. Several Federal agencies have already started publishing custom-developed code as OSS, including the White House, 18F, the Consumer Financial Protection Bureau, the Department of Education, and the Department of Defense. The policy seeks to achieve cost efficiency, mission effectiveness, and improved consumer experience with Government programs.
