Summary

The International Missisquoi Bay Task Force was appointed by the International Joint Commission (IJC) on June 15, 2004, to examine the possible transboundary implications of the Missisquoi Bay Bridge project. The Task Force found that the causeway does not act as a dam, but rather as an obstacle that changes water flow and circulation patterns. Phosphorus levels in Missisquoi Bay are high, and the causeway's presence leads to a 1% increase in phosphorus concentration and sedimentation rate. However, removal of the causeway would not remove phosphorus from the system, and reduction of phosphorus inputs is necessary to address water quality issues. The Task Force recommends relying on scientific findings, encouraging actions to reduce phosphorus loading, and considering public concerns. They also suggest further research in areas such as turtle biology and the relationship between blue-green algae blooms and phosphorus levels.
