Agenda:

1. Approval of Minutes: November 9, 2021, minutes approved without changes.
2. FY 2022 FYD February Management Report (unaudited):
- Revenue totals include $5.5M state-provided funds, to be used for specific initiatives over 2-2.5 years.
3. FY 2022 Quarter 2 Financial Dashboard:
- Inflation is considered in calculating calendar days cash on hand.
- Total cash on hand is less than E&G cash on hand due to significant negative balances from bond billings.
4. FY 2022 Quarter 2 Investment Report:
- Current investment strategy set by Oregon Universities participating in the Public University Fund (PUF).
- About $7.0M invested in a quasi-endowment in 2016.
5. Capital Projects Update:
- Projects funded through XI-Q, XI-G bonds, and XI-F bonds.
- New student housing complex funded through XI-F bonds.
6. Winter 2022 Enrollment:
- Enrollment trends appear to be recovering.
7. New Student Housing:
- Debt service for new housing expected to be exhausted in 2024.
- Low-income students may continue to live in current residence halls after new construction.
- Planning committee for the project will include diverse campus members, including students.
8. FY 2022-23 Budget Planning:
- Projected net income of about $1.6M for the year without one-time special item funds.
- Unfilled positions contribute to projected savings.
9. New Business:
- Capital projects submitted for 2023-25 biennium funding: new Center for Student Success, LRC renovation, Semon Hall renovation.
