Summary

The Consolidated Appropriations Act, 2010, contains provisions affecting pay adjustments for certain prevailing rate employees in fiscal year 2010. Section 710 limits pay increases to 2.12 percent, while section 744 requires pay adjustments to be at least the same as those received by General Schedule employees in the same location. Lead agencies must establish wage rates by determining the maximum rates under section 710 and the minimum pay increase under section 744, and applying the higher rate. Certain prevailing rate wage areas will have multiple wage schedules in effect during FY 2010. Pay adjustments for employees paid special rates or from special wage schedules are explained in an attachment. The effective date of retroactive pay adjustments is the normal effective date prescribed on the wage schedule, and funds used to carry out section 744 must be paid from appropriations made for salaries and expenses for FY 2010.
