Summary

The Flood and Water Management Act 2010 introduced provisions to improve local flood risk management, making unitary authorities and county councils Lead Local Flood Authorities (LLFAs). LLFAs' roles include developing local flood risk management strategies, co-operating with other authorities, and maintaining a register of structures significant for flood risk. An evaluation of the arrangements for managing local flood risk in England found that the Act led to a more comprehensive understanding of local flood risk and more proactive management. However, some LLFAs had not published their strategies, and many strategies lacked cost-benefit analyses, which may hinder future delivery. The evaluation identified good practice, barriers, and scope for simplification or efficiencies in local flood risk management.
