Summary

Nord Stream 2 pipeline project is analyzed for its potential to enable Gazprom to cause bottlenecks and separate Eastern European gas markets. The study finds that creating congestion to gain market power is not feasible due to:
1) entry/exit market zones and unbundled transmission system operators,
2) contractual relationships restricting gas routing,
3) insufficient physical capacity to ship Russian gas to Western Europe,
4) spare capacities in Southern and Eastern Europe for additional imports,
5) low gas demand that could only be served by Russian gas even in an extreme scenario,
6) price discrimination strategy not being a long-term economic equilibrium, and
7) high investment costs and small time horizon making a market separation strategy implausible. The European gas market design is robust enough to preclude a market separation strategy.
