The Section 8 Housing Choice Program provides housing subsidies to low-income individuals and families in New York City, supporting over 110,000 people, but a significant number, estimated between 5 and 10 percent of voucher recipients, lose their subsidy each year, putting them at risk of homelessness. A study by the Vera Institute of Justice surveyed 492 voucher recipients and found that poor building or apartment maintenance, lack of understanding of the Section 8 recertification process, and geography are interrelated factors that contribute to the risk of losing Section 8 vouchers. The study recommends that the New York City Department of Housing Preservation and Development (HPD) identify and flag problematic landlords, provide bonuses for compliant landlords, and develop outreach programs to educate voucher holders on their roles and responsibilities. Additionally, the study suggests that HPD focus outreach efforts on neighborhoods with high rates of failed inspections and target the neediest voucher holders, such as the extremely poor, the physically and mentally ill, and large families.
