Geographic Boundaries: Covers all of Orange County, including 34 cities and unincorporated areas
Purpose: Implements the Continuum of Care program to end homelessness through regional coordination and collaboration
Responsibilities:
1. Operating the Continuum of Care
2. Designating and operating an HMIS
3. Planning for the Continuum of Care
4. Preparing an application for funds
Operating the Continuum of Care:
+ Holds semi-annual meetings with published agendas
+ Makes public invitations for new members annually
+ Adopts and follows a written process to select a board
+ Establishes committees and subcommittees as needed
+ Works with the Collaborative Applicant to develop and update the governance charter
Designating and Operating HMIS: Designates the County of Orange as the collaborative applicant and fiscal entity
Continuum of Care Policies, Procedures, and Standards: Develops and implements policies, procedures, and standards for the CoC
Continuum of Care Planning: Evaluates outcomes of projects funded under the Emergency Solutions Grants program and the Continuum of Care program
Annual Competitive Application for CoC Funding: Prepares an application for funds in accordance with HUD regulations
Orange County CoC Structure:
+ CoC Collaborative Applicant and Fiscal Agent: County of Orange
+ Orange County CoC Board: Oversees the CoC and makes decisions on its behalf
+ Orange County CoC General Membership: Comprises representatives from various organizations and agencies
+ Collaboration with Commission To End Homelessness: Works together to address homelessness in Orange County
Continuum of Care Legal Entity: The County of Orange is the designated collaborative applicant and fiscal entity
* Public Statement and Media Policy: Develops and implements a public statement and media policy to ensure transparency and consistency in communication.
