Summary

Der internationale Terrorismus stellt eine Bedrohung für die nationale und internationale Sicherheitslage dar, insbesondere durch Reisetätigkeit bestimmter Personengruppen und finanzielle Mittel von Terrororganisationen wie dem "Islamischen Staat" (IS). Die UN-Resolution 2178 (2014) und die Financial Action Task Force (FATF) fordern eine strafrechtliche Verfolgung von Reisen zur Begehung terroristischer Handlungen und eine erhöhte Mindeststrafbarkeit für die Terrorismusfinanzierung. Der Gesetzentwurf zielt auf die Umsetzung dieser Forderungen ab und sieht eine Erweiterung des subjektiven Tatbestands und die Möglichkeit der tätigen Reue vor. Der Bundestag soll den Gesetzentwurf auf Drucksache 18/4087 in geänderter Fassung annehmen und den Gesetzentwurf auf Drucksache 18/4279 für erledigt erklären.
